If it's for upholstery manufacture it's probably plied rather than single strand. It'll be usable, but not for making tapered waxed ends for use with bristles and it won't wax as well as single-strand dry-spun, which is the really hard stuff to get hold of these days.

I'm not sure what you mean by this. Metal needles existed in the middle ages, shoemakers just didn't use them (though glovers and tailors etc did). In shoemaking all holes for hand stitching are pre-holed with an awl, usually one at a time just before the stitch is made. This holds true whether or not you are using needles or waxed ends and bristles.
